The House of Representatives has amended the clause contained in the state of emergency declared in Rivers State by President Bola Tinubu on Wednesday, requiring the Sole Administrator to seek approval from the Federal Executive Council.
The President’s declaration reads: “The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.”
However, while approving the declaration on Thursday, the House altered the clause for the administrator to report and seek approvals from the National Assembly and not from the Federal Executive Council, citing section 11 subsection 4 of the Constitution.
The approval of the House was given through a voice vote and not the procedural headcount, though the speaker said 243 members were in attendance.
